Oil Ministry Issues New Guidelines for Contractor Performance Evaluation

TEHRAN, Feb 8 (NIPNA) – Iran’s Ministry of Petroleum has officially issued a mandatory guideline for evaluating the performance of contractors and suppliers working with the ministry and its affiliated companies, organizations, and institutions, according to a ministry statement.


The directive, released by the Ministry’s Deputy for Engineering, Research, and Technology, is based on Article 3, Clause 6(b) of the law governing the Ministry’s duties and authorities. It is designed to assess contractors and suppliers involved in major contracts, including P, PC, EP, EPD/EPC, and C agreements.

The ministry said the guideline aims to standardize performance evaluations across its organizations, ensuring that capable contractors with strong track records are engaged.

It also provides a framework for scoring contractors on “reputation” and “experience,” in line with Articles 17, 18, and 24 of the Qualitative Evaluation Regulations for Bidders, part of the broader public tendering law. The directive will serve as the operational reference for all units under the ministry in upcoming tenders.
