Iran Oil Ministry Calls for Broad Participation to Strengthen Administrative Integrity

TEHRAN, Dec 15 (NIPNA) — Iran’s Petroleum Ministry said strengthening administrative integrity in the energy sector requires broad participation, preventive oversight and greater transparency, a senior official said on Monday.

Masoud Rahimi, director general for inspection, performance oversight and complaints handling at the Petroleum Ministry, said the establishment of preventive supervisory systems, transparency, accountability and ethical conduct were essential to good governance and the protection of human and national capital in the strategic oil industry.

Speaking at a conference on administrative integrity in the oil sector, Rahimi said improving governance standards was challenging but achievable through the collective capacity of the industry’s workforce.

He said modern oversight systems based on self-assessment, prevention, accountability, continuous reform and transparency were practical and effective from a managerial perspective, while also reducing monitoring costs.

Rahimi said Iran’s oil industry should take a leading role in transparency and administrative health, noting that anti-corruption efforts must focus primarily on prevention. He added that since 2013, more than 62 working group meetings had been held and 12 key vulnerability points identified under national policy frameworks.

“These vulnerabilities were prioritised across subsidiaries, with measures implemented to reduce and control risks,” he said, adding that the oil sector, as a driver of the national economy, must lead by example.

Rahimi said the inspection approach had shifted under the current oil minister from a traditional, punitive model to a specialised, process-oriented and preventive framework, contributing to improved administrative standards.

He added that over the past year, new structures had been formed, six specialised committees established across subsidiaries and 19 training packages developed for managers, employees and stakeholders. The ministry also increased inter-agency cooperation and updated standards and regulations related to administrative integrity.

Rahimi said a public liaison office had been launched at the ministry’s headquarters, enabling face-to-face meetings that helped organise complaint handling and strengthen public trust.

He said accountability, transparency, protection of citizen rights and human capital, higher public confidence and improved organisational efficiency were among the outcomes of strengthening administrative integrity, calling for continued cooperation across the sector.
