TEHRAN, November 4 (NIPNA) – Iran’s Oil Ministry approved 534 passive defense plans for the oil industry in 2026, as part of efforts to reassess security risks and strengthen the protection of critical infrastructure, an Oil Ministry official said.

Mohammad Mahdi Pooyandeh, director general of the ministry’s Passive Defense and Crisis Management Department, said a renewed assessment of security risks at oil industry facilities was launched following the 12-day war.

Under a directive issued by the department on March 23, 2026, subsidiaries of the Oil Ministry were required to reassess the security risks facing their facilities, he said.

Unified Security Risk Assessment Guidelines

Pooyandeh said a unified guideline for security risk assessment and passive defense across the oil industry had been drafted in cooperation with passive defense experts from the ministry’s subsidiaries and would be unveiled soon.

The document is intended to establish a consistent framework for risk assessments and provide guidance and training to help different units conduct evaluations according to common standards, he said.

He explained that individual companies and facilities are responsible for carrying out their own security risk assessments, while the Oil Ministry’s Passive Defense and Crisis Management Department oversees the process and develops the relevant guidelines.

Critical Infrastructure Given Priority

Pooyandeh also said the classification of oil industry infrastructure was being reviewed in cooperation with the National Passive Defense Organization. The revised classification was expected to be communicated to the ministry’s main and subsidiary companies during the week.

He emphasized that all segments of the oil industry's value chain were important, but said critical facilities would receive higher priority because of their role in maintaining the continuity of operations.

Passive defense measures in the oil industry are aimed at reducing infrastructure vulnerabilities, protecting strategic facilities and assets, and ensuring operational continuity during crises. Identifying threats, assessing vulnerabilities, planning protective measures and improving emergency preparedness are among the main priorities, according to the report.
