In a decree, Pezeshkian accepted Paknejad’s resignation and appointed Bovard
to lead the ministry under Article 135 of Iran’s Constitution, citing his
qualifications, commitment and executive experience.
The president called on Bovard to pursue the government’s objectives and
address the country’s challenges within the framework of the Constitution, the
national Vision Plan, approved general policies and the Seventh Development
Plan, while coordinating with the cabinet.
Bovard, born in 1964, is a veteran oil industry executive. He was
appointed deputy petroleum minister and managing director of the National
Iranian Oil Company (NIOC) in September 2024.
His previous positions include managing director of Maroon Oil and Gas
Production Company, National Iranian South Oil Company, Iranian Offshore Oil
Company and Iranian Oil Exploration Operations Company.
Paknejad was approved as oil minister of the 14th administration on Aug.
21, 2024, after receiving 222 votes in Iran’s parliament. He resigned after
about two years in office, with his resignation accepted by the president.
