Speaking on Sunday at the formal signing
ceremony, Omid Shakeri, Deputy Petroleum Minister and Acting CEO of NPC,
highlighted that intelligent governance relies on accurate, real-time, and
standardized data systems.
"Smart governance is impossible without
precise, up-to-date, and reliable data. The objective of this data governance
program is to establish data authority (Marja'iyat-e Dādeh) within the
petrochemical sector, converting raw information into the primary baseline for
managerial decisions and sector policymaking,” said Mr. Shakeri.
Adapting to Private Sector Expansion
Shakeri noted that the structural transition of
Iran's petrochemical industry toward widespread private sector participation
has reshaped operational governance requirements.
- Public-Private Data Exchange: Effective regulation and oversight now necessitate
standardized data interchange frameworks between state regulatory bodies
and private operators.
- Problem-Oriented Management: Moving beyond basic database creation, the
initiative focuses on deploying data analytics directly to solve
operational bottlenecks and improve supply chain integration.
- Institutional Support: The Ministry of Petroleum and SARO will collaborate
to remove regulatory and technical hurdles during the deployment phase.
National Governance Model Benchmark
Also speaking at the event, Mohammad Reza Torki-Biouki,
Head of Strategic Affairs for National Systems and Data Governance at SARO,
stated that the Ministry of Petroleum possesses the scale and operational
complexity required to serve as a national benchmark for data-driven
governance.
Torki-Biouki emphasized that implementation will
focus on actionable, one-year operational milestones:
- Shifting Corporate Culture: Cultivating data-driven management methodologies
across HR, resource allocation, and planning rather than relying on static
executive dashboards.
- Role of Data Stewards: Integrating newly appointed Data Stewards (Nāzerān-e
Dādeh) directly into business units to serve as execution liaisons
between operational teams and IT divisions.
- Standardization across Supply Chains: Establishing unified data exchange protocols and
common standards between public authorities and private refining/petrochemical
entities.
