Former NPC Head Highlights Regulatory Revival, New Governance Framework

TEHRAN, June 29 (NIPNA) – The National Petrochemical Company (NPC) has successfully restored its regulatory and governance authority over the domestic chemical sector, according to its outgoing managing director.

Speaking at a ministerial transition event on Monday, Hassan Abbaszadeh stated that the state enterprise has reclaimed its central oversight role, with all major industrial decisions and sector developments now channeled directly through the NPC.

Strengthening the Regulatory Mandate

Abbaszadeh, who was recently appointed to lead the Persian Gulf Petrochemical Industries Co. (PGPIC), noted that the company had previously drifted from its core sovereign and technical functions. Over recent months, targeted structural collaborations across the sector helped reinstate its regulatory mandate.

A cornerstone of this institutional shift is the drafting of a new corporate statute for the NPC. According to Abbaszadeh, the upcoming legal framework establishes explicit mechanisms for the company to exercise its governance duties. Key pillars of the new statute include:

  • Market Regulation: Structured instruments to oversee and balance domestic petrochemical product markets.
  • Feedstock Management: Direct regulatory oversight regarding industrial feedstock allocations and pricing frameworks.

The legal finalization of the statute is expected to structurally solidify the NPC's statutory powers beyond its historical precedents.

Operational Management

The outgoing executive also highlighted the organization's crisis management performance during recent regional security challenges. By maintaining unbroken communication lines with individual petrochemical producers, the NPC ensured that critical operational decisions were executed without delay, effectively cementing its position as a central stabilizer for the industry.

Abbaszadeh urged continuous professional specialization within the ranks of the NPC, advising state officials to act as industrial facilitators to maintain the trust of commercial market participants. He concluded by emphasizing that the petrochemical sector remains an indispensable pillar of the broader economy due to its significant contribution to employment, foreign currency generation, and the supply of essential consumer goods.
