as follows:
In the Name of God, the Most Gracious, the Most Merciful
O Turner of hearts and eyes, O Director of night and day,
O Transformer of conditions, transform our state into the best of states.
The new year begins with the blessed nights of Qadr and the
martyrdom anniversary of Amir al-Mu’minin, Ali (peace be upon him). We hope
that the blessings of these sacred nights and the benevolence of the Leader of
the Pious will encompass our dear people, our nation, our country, and all
those whose new year starts with Nowruz.
The year 1403 was full of major events, reminiscent of the
turbulent year 1360, bringing difficulties and hardships for our dear people.
Early in the year, the beloved President of the Iranian nation, the late Mr.
Raisi (may God have mercy on him), was martyred. Before that, a number of our
military advisors were martyred in Damascus. Later, various incidents occurred
in Tehran and Lebanon, leading to the loss of valuable individuals for the
Iranian nation and the Islamic Ummah.
These were bitter events. Additionally, economic
difficulties, especially in the second half of the year, put great pressure on
the people. However, in contrast, a remarkable and extraordinary phenomenon
emerged—the Iranian nation demonstrated its strong will, spiritual resilience,
unity, and high level of preparedness.
Firstly, in the face of the tragic loss of the President,
the massive farewell ceremonies, the slogans chanted by the people, and their
steadfast spirit showed that, despite the gravity of the calamity, the Iranian
nation did not succumb to weakness. Subsequently, within the legal timeframe,
they successfully held elections, elected a new President, and formed the
government, swiftly restoring national administration. This reflects the high
morale, great capabilities, and strong spiritual strength of the Iranian
nation—something for which we must be grateful to God.
Furthermore, during the recent months' events, when many of
our Lebanese and Palestinian brothers faced hardship, the Iranian people
extended their support with remarkable generosity. The extraordinary wave of
aid from the people towards their Lebanese and Palestinian brothers will remain
a lasting and unforgettable event in our nation's history.
Women donated their gold with incredible generosity, and men
contributed significantly. These acts of sacrifice illustrate the nation’s
strong determination and unwavering resolve. This spirit, presence, readiness,
and spiritual strength are invaluable assets for the future of our beloved
Iran, and God willing, the country will make maximum use of this wealth, and
divine blessings will continue to shower upon the nation.
Last year’s slogan was "Production Leap with People's
Participation." This was not only essential but vital for the country.
However, the various incidents of 1403 prevented its full realization. Despite
commendable efforts by the government, people, private sector, investors, and
entrepreneurs, the outcome fell short of expectations.
Therefore, our primary focus this year remains the economy.
The issue I emphasize for the government, officials, and our dear people is
once again economic and serves as this year’s slogan: "Investment for
Production."
One of the critical economic matters in the country is productive
investment. Production only grows when investments are made. While investment
should mainly come from the people—with the government facilitating and
planning— in cases where the public lacks motivation or ability, the government
should step in—not to compete with the people, but to fill the gap where
necessary.
Ultimately, productive investment is crucial for the economy
and for improving people's livelihoods. Better living conditions require
planning, but such planning is impossible without these fundamental steps. Both
the government and the people must take investment in production seriously. The
government’s role is to create an enabling environment and remove production
barriers, while people should channel their small and large investments into
productive activities. If investments are directed toward production, capital
will no longer flow into unproductive sectors such as gold and currency
speculation. The Central Bank and government policies can play crucial roles in
ensuring this transition.
Thus, the slogan for this year is "Investment for
Production," a theme that, God willing, will bring economic relief to the
people. Government planning, alongside public participation, will help overcome
challenges and pave the way for prosperity.
On Recent Global Events
I must also address the events of recent days. The renewed
attack by the Zionist usurper regime on Gaza is an enormous crime and a
catastrophe. The entire Islamic Ummah must stand against this aggression,
setting aside internal disputes. This is an issue of the entire Islamic world.
Moreover, all free-minded individuals around the
world—whether in the U.S., Western and European countries, or elsewhere—must
firmly oppose this treacherous and devastating action. Once again, innocent
children are being killed, homes are being destroyed, and people are being
displaced. This tragedy must be stopped.
The U.S. is also complicit in this crime. Political analysts
worldwide unanimously recognize that this attack was carried out with U.S.
approval or at least with its green light. Therefore, America shares
responsibility for this atrocity.
The aggression against Yemeni civilians is another crime
that must be stopped.
We pray that God grants the Islamic Ummah prosperity,
welfare, and victory in this new year. We also hope that the Iranian nation begins
1404 with joy, satisfaction, complete unity, and success, and carries it
forward to the end of the year.
May the sacred heart of Imam Mahdi (may our souls be
sacrificed for him), the pure spirit of Imam Khomeini, and the righteous souls
of the martyrs be pleased with us.
