Speaking on Monday during an executive empowerment seminar organized
by the National Iranian Oil Refining and Distribution Company (NIORDC),
Ghoddousi announced that the review process is entering its final stages. The
event was attended by Government Spokesperson Fatemeh Mohajerani alongside
media directors from corporate subsidiaries and domestic refining complexes.
Post-Conflict Communication Framework
Addressing corporate media representatives, Ghoddousi highlighted the
vital role played by public relations units during recent regional security
pressures and post-conflict operational phases.
The spokesperson underscored the unique strategic sensitivities
associated with energy sector communications, noting that media officers
frequently manage high-level operational intelligence that requires strict
silence due to national security and market stability considerations.
"Communicating the complex, technical reality of the petroleum
industry in clear, accessible language for the public is an art,"
Ghoddousi stated, emphasizing the need for enhanced professional training to
bridge technical concepts with clear public engagement.
Key Pillars of the Transformation Plan
The upcoming regulatory framework originates from strategic directives
issued by Minister of Petroleum Mohsen Paknejad outlining two major
initiatives:
- Comprehensive
PR Regulations Review: A systematic update to the governance rules
regulating internal communications, press engagement, and institutional
transparency across all four primary oil ministry subsidiaries.
- PR
Transformation Plan (Tarh-e Tahavvol): A
structural roadmap designed to dismantle traditional communication models,
expand inter-corporate networking, and modernize digital media deployment
across state energy enterprises.
Ghoddousi invited input from government communication experts and
industry leaders to optimize the execution phase, ensuring the ministry's media
operations remain unified, synchronized, and adaptable to rapidly shifting
industrial and geopolitical developments.
